Subcontractors have primary responsibility for the safety of their employees while working on the project location.  WPM Construction, as the general contractor, is primarily responsible for confirming that subcontractors consistently fulfill this employer responsibility.

WPM construction contracts and OSHA requirements mandate that subcontractors (as the employer) each develop its own company-specific safety and health programs, and train supervisors and employees accordingly.
